Execute an Operation-Level Permit

On Mobile, claim the operation, acknowledge the permit, complete required controls, perform the work, and surrender the permit.

The normal operation-level path is:

1. Claim or select the operation.
2. Acknowledge the permit.
3. Add supporting personnel when required.
4. Validate PPE and required controls.
5. Start and perform the work.
6. Complete configured forms and readings.
7. End the work and surrender the permit.
8. The Permit Issuer reviews and closes the permit.

Hold work only when conditions prevent execution. After completing a form, reading, or alert branch, return to the active permit and continue the remaining checks.
