Roles and Responsibilities in the Permit Lifecycle

This section describes the roles involved in the iPermits lifecycle and their responsibilities during permit raise, review, authorization, issuance, execution, and closure.

A single user may perform multiple roles depending on permissions, but each action is governed by the active role at that stage.

Each user role and its corresponding responsibilities are described below:

Permit Requester

Initiates the permit process and defines the scope of work.
  • Create permits using authorized permit templates or linked work orders.
  • Clearly define job scope, work location, and work category.
  • Initiate and complete Job Hazard Analysis (JHA) where required.
  • Ensure hazards, precautions, and controls are identified.
  • Attach supporting documents and evidence.
  • Submit permits within the required timeframe before work starts.

Who Can Perform This Role:Supervisor, Planner, Contractor, Technician

Permit Reviewer

Reviews and validates permit and risk information prior to authorization.
  • Review submitted permits for completeness and accuracy
  • Validate that work scope and categories are correctly defined
  • Review JHA and risk controls for adequacy
  • Request rework or revert permits if information is insufficient
  • Reject permits that are unsafe or incorrectly defined
  • Approve the permit for authorization all required information is complete and adequate.

Who Can Perform This Role:Senior Operator, Engineering or Safety representative.

Permit Authorizer

Provides formal authorization to proceed with work.
  • Perform final authorization of reviewed permits
  • Validate that risks, controls, JHA, and isolations are adequate
  • Ensure no conflicting work is scheduled in the same area
  • Confirm the permit aligns with operational priorities and safety policies
  • Approve or reject permits before they are issued.

Who Can Perform This Role:Operations Lead, Production Coordinator, Area Manager.

Permit Issuer

Ensures the worksite is ready and safe for execution.
  • Verify prerequisite controls and site readiness
  • Identify and manage worksite conflicts
  • Ensure permit conditions are understood by the Permit Holder
  • Issue, hold, resume, suspend, or close permits
  • Confirm safe handover between shifts.

Who Can Perform This Role:Area Operator, Shift In-Charge, Lead Production Technician.

Permit Executor

Carries out the physical work on site in accordance with the issued permit and defined safety controls.
  • Review the permit details and understand the scope of work before starting
  • Follow all permit conditions, safety instructions, and control measures during execution
  • Use required PPE and safety equipment as specified in the permit and JHA
  • Perform assigned job tasks strictly within the approved scope of work
  • Report unsafe conditions, near misses, or deviations to the Permit Holder or Supervisor immediately
  • Stop work and escalate if site conditions change or become unsafe.

Permit Acknowledgement – Technician

Acknowledges the permit before starting work to confirm understanding of the job scope, hazards, and safety controls defined in the permit.
  • Review the permit details and associated JHA before starting the work
  • Confirm understanding of the work scope, hazards, and control measures specified in the permit
  • Acknowledge the permit to indicate acceptance of the defined safety conditions and instructions
  • Ensure required PPE and safety precautions are in place and confirm that PPE requirements are followed before commencing work
  • Follow all permit conditions while performing the assigned task
  • Report any unsafe conditions or changes at the work site to the Permit Holder or Supervisor.

Who Can Perform This Role:Technicians, Maintenance Crew Members

JHA Requestor

Initiates and drafts JHA.
  • Define job steps and associated hazards
  • Identify precautions and controls
  • Link JHA to permits.

Who Can Perform This Role:Same as Permit Requestor or Reviewer.

JHA Team

Provides field-level hazard intelligence.
  • Contribute real-world task knowledge
  • Identify hazards and safe practices
  • Validate job steps and controls
  • Perform mandatory work acknowledgement in the field.

Who Can Perform This Role: Sr. Technician, Sr. Operator, Sr. Lifting operators, Sr. Workshop technicians, Sr. Safety Engineer can play dual role or a dedicated team defined as Job Hazard Assessment team as JHA member.

JHA Owner

Ensures risks are reduced.
  • Review and approve JHAs
  • Validate hazard identification and controls
  • Reject or rework insufficient JHAs.

Who Can Perform This Role: Safety coordinators, EHS leads, specialists.
